Colorado Department of Revenue’s new, improved system speeds sales, use tax filing with new features

The Colorado Department of Revenue, Taxation Division announced major improvements to its Sales and Use Tax System (SUTS). SUTS now has a host of new features that shorten the time needed to file sales and use tax while simplifying the filing process for businesses. The new streamlined and simplified design allows users to easily navigate the system.

The Colorado Department of Revenue released its semiannual list of sales & use tax changes. The changes will be effective from January 1, 2025. Notable changes include the following:

  • City and County of Denver
  • City of Canon City
  • City of Glenwood Springs
  • Special district - San Miguel Authority for Regional Transportation

  • Town of Castle Rock
  • Town of Holly
  • Town of Superior

 

Sales Tax Administration

  • The Town of Monument changed to a self-collected municipality
  • The City of Aspen changed to a state-collected municipality

 

Denver Sales Tax Rate Change

 

November 27, 2024

 

In the November 5 election, Denver voters rejected ballot issue 2R and approved ballot issue 2Q. Ballot issue 2R proposed a sales tax increase to fund affordable housing and ballot issue 2Q proposed a sales tax increase to provide additional funding to Denver Health. This approval will increase the Denver sales tax rate from 4.81% to 5.15% and combined (Colorado, RTD, SCFD, Denver) sales tax rate from 8.81% to 9.15%. The change is effective from January 1, 2025.

Ballot Issue 2R: A Denver sales tax hike could generate $100M a year for affordable housing

Denver Ballot Issue 2R proposes a sales tax increase to fund affordable housing in Denver. If passed, it would raise the city’s sales tax by 0.5%, generating an estimated $100 million annually. This funding aims to address the city’s housing crisis by supporting the construction and maintenance of affordable housing units.

Update: Unofficial results indicate that voters denied ballot measure 3C with 25,899 “No” votes and 22,843 “Yes” votes.

During the November 2024 election, Westminster residents will have the opportunity to vote on a proposed sales and use tax increase of 0.5%. Ballot Measure 3C aims to address critical needs within the Westminster Fire Department by funding the hiring of new fire fighters, constructing new fire stations, amd purchasing new equipment. If approved, the tax is expected to generate approximately $19 million annually.

 

Streamline Filing Sales & Use Tax Returns

Governor Jared Polis signed HB24-1041 into law, making a significant change to the state sales tax filing frequency threshold for quarterly filing. From January 1, 2025, the quarterly filing threshold increases from $300 to $600 in sales tax collected per month. This change will significantly ease the sales tax compliance burden for many Colorado small businesses, allowing them to file state returns quarterly instead of monthly.
